Standing on a New York harbor pier, a group of immigrants of many nationalities are watching the arrival of a ship in the foreground, a gesturing man seems to admonish a woman carrying a basket of food to help the cause of freedom by not wasting food. In the background of this scene is the symbol of the freedom, the Statue of Liberty; and above the scene is a red, white and blue rainbow in the sky. The image is clearly designed to appeal to the enormous American immigrant population, and this fact is underscored by the existence of at least two foreign language versions in Yiddish and Spanish. In the use of a simple text, symbolic colors and the famous emblem of the State of Liberty, the designer, Charles E. Chambers created a meaningful image for a specific audience.
